Fusaka Update - Information for Blob users

Layer 2 deployments on Sepolia testnet are experiencing issues due to EIP-7594, which changes proof formats in preparation for the Fusaka upgrade. Blob originators need to update their software to create Cell Proofs instead of traditional blob proofs to maintain functionality.
