Addendum to OpenAI o3 and o4-mini system card: OpenAI o3 Operator

OpenAI is upgrading its Operator tool from a GPT-4o-based model to one based on the newer OpenAI o3 model. The API version will continue to use the 4o model despite this frontend upgrade.
