Serenity PoC2

Ethereum's Serenity proof-of-concept version 2 (PoC2) has been released after two months of development following the first Python implementation. While still far from testnet or production readiness, PoC2 represents continued progress toward Ethereum's transition to proof-of-stake consensus.
