Announcing Swarm Proof-of-Concept Release 3

The Swarm team has released version 0.3 of their Ethereum Swarm client, marking the third proof-of-concept release now merged into the official go-ethereum repository. This POC3 release has been deployed to the public testnet, representing continued development progress for Ethereum's decentralized storage solution.
