Congress realizes maybe it’s a bad idea to let presidents declare war unilaterally after decades of letting it slide

Congress is reconsidering presidential war powers after decades of allowing unilateral military action. Authorization passed for President Bush during his term has continued without an effective end date through subsequent Obama and Biden administrations.
