eth2 quick update no. 2

Ethereum 2.0 development continues with the release of specification v0.9.0 codenamed Tonkatsu to support Phase 0 development. Development teams are working on Phase 1 proposal details and focusing on infrastructure improvements between eth1 and eth2, along with general system hardening.
