The Two Boundaries: Why Behavioral AI Governance Fails Structurally
Researchers present a formal framework proving that AI governance systems structurally fail when expressiveness boundaries (what AI can do) and governance boundaries (what's regulated) are defined independently, creating inevitable gaps.
